Something went terribly wrong and now humanity plans to have people live below the surface for 200 years with no knowledge of human history. There is a case that is set to open in 200 years, passed down from each Governor of Ember with instructions on how to leave for the surface. The case is forgetten and the city begins to break down, suffering power outages and food shortages.
The movie could have gone in any number of directions with a plot like that to work with, but unfortunately it is more of a kids' movie than a fully realized fantasy world ala City of Lost Children.
Still, it was an enjoyable movie to watch for what it was.
